In a Budget Speech of 3 1/2 hours this is what was said:
"Madam Speaker, addressing crime and criminality will continue to be our number one priority for this country,
"​The current rate of crime in Trinidad and Tobago also has a deleterious effect on foreign and local investment and business activity.
"To this end, this Government is placing even greater effort in the upcoming year into crime reduction.
"Madam Speaker, we propose to launch a key initiative: the National Crime Prevention Programme. This programme will constitute a holistic approach to crime fighting.
"We stand committed to continue to invest resources strategically and work with our partners in making our crime-reduction goal a reality.
